Bottom line: Yes — South Africans can join RemoExperts.
Every open posting on rex.zone carries an "Available in" field, and on each one it reads "All Countries" (checked 27 August 2026). Their FAQ puts it directly: "Can I sign up if I am not in the US? Yes. REX welcomes talents globally unless restricted by the project." The homepage invites experts "from any country, any time zone", and the Terms of Use state that "This Agreement applies to all users worldwide, regardless of nationality, place of residence, or payment method" (section 2). The only geographic exclusion anywhere in their Terms is standard US-sanctions language, which does not affect South Africa. Note that RemoExperts publishes no supported-country list and never names South Africa specifically - the permission above is global rather than country-by-country.
