Can a South African join?
Bottom line: Yes — South Africans can join Upwork.
Upwork's own eligibility article names a short, specific list of places the platform is unavailable - Iran, North Korea, Cuba, the Crimea, Luhansk and Donetsk regions of Ukraine, and (since May 2022) Russia and Belarus. South Africa is not on it. Upwork separately publishes a South-Africa-specific VAT guide for freelancers, confirming it treats South Africa as a real operating market rather than an omission.

Upwork's own support articles describe "Direct to Local Bank" transfers in your local currency, alongside PayPal and Payoneer (outside the US) - these titles come from Upwork's help center, but the pages themselves blocked a direct fetch, so this is not independently confirmed as available in South Africa specifically.
